Key trends

  • Ukrainian drone strikes on Russia’s shadow fleet continued on a daily basis across the Sea of Azov and Black Sea during last week. They struck more than 60 tankers, dry cargo ships, and tugboats. These strikes are the maritime extension of Ukraine’s campaign of targeting Russia’s oil refinery capabilities and fuel reserves that has been underway since May. This campaign is aimed at directly reducing Russia’s export revenue and future export potential.
  • ACLED records the highest civilian fatality rate as a result of Russian air- and drone strikes in the Odesa region during this period, with 10 events and 17 reported fatalities. Amid strikes on residential areas and port infrastructure, two commercial foreign-flagged vessels were struck, driving the high number of fatalities.
